Hurricane FionaAccording to the National Hurricane Center, it was upgraded to Category 3 Tuesday as it approaches the Turks and Caicos Islands.
The storm was located 80 miles southeast from Grand Turk Island Monday night, with maximum sustained winds of 110mph. It was moving at 10 mph to the north-northwest.
The hurricane brought heavy rains to Puerto Rico, the Dominican Republic, and Puerto Rico. Police said that a 58-year old man died in the U.S. territory following his death from drowning in a river in Comerio, a central mountain town.

Shelters are still home to at least 1,300 people, and around 250 pets in Puerto Rico.

The hurricane blocked several Dominican highways, damaged a tourist pier at Miches by high waves, and closed at least four international airstrips.
